Prepare the necessary ingredients for the casserole.

Wash the carrots and bell peppers. Peel the carrots, grate or cut in any way. Remove the core from the pepper, cut into small cubes. Peel the onion and chop finely. Pour vegetable oil into a preheated pan, put prepared vegetables and cook until they are soft.

Put the minced meat to the fried vegetables, cook, stirring constantly.

Peel the garlic, chop finely. Pour the tomatoes with boiling water, put them in cold water, remove the skin, and finely chop. Add garlic and tomatoes to the minced meat. Mix well. If there are no tomatoes, add a couple of tablespoons of tomato paste.

Add spices, stir well, simmer until the liquid evaporates completely.
