Put the minced meat in the pan and immediately begin to knead it with a spatula to achieve a crumbly state. Add salt and black pepper to taste. Fry the onion-meat mixture for ten to fifteen minutes at an average stove temperature.
step 3 out of 14
Drain the liquid from the tomatoes in their own juice. Remove the skin. Knead the tomato pulp with a fork and put it in a pan with the minced meat.
step 4 out of 14
Mix everything together and cook for another five to seven minutes.
step 5 out of 14
In another frying pan, melt the specified amount of butter to a liquid state. Pour flour into hot oil.
step 6 out of 14
Mix the flour with butter with a spatula and fry the resulting rather thick mass for two to three minutes at medium temperature, until a creamy shade and a pronounced nutty aroma appear.

Add milk to the fried flour mass and mix thoroughly. We try to break all the lumps. Bring the resulting sauce to a boil and cook for one to two minutes at a low boil. Add salt, grated nutmeg and black pepper to taste. We remove from the stove. If it is not possible to achieve uniformity, and lumps remain in the sauce, you can punch the mass with a hand blender - this will solve the problem.
step 8 out of 14
Boil the pasta until tender in salted water, according to the instructions on the package. It is important not to overcook the products so that after baking their structure does not become too soft. We put the finished pasta in a colander and let the broth drain completely.
step 9 out of 14
Rub hard cheese on a fine grater.
step 10 out of 14
Lubricate the casserole dish with a thin layer of vegetable oil and put boiled pasta in it. Lubricate them with half of the total amount of the prepared sauce.
step 11 out of 14
Put all the minced meat on top, level it.
step 12 out of 14
Distribute the rest of the sauce on the minced meat, trying to make an even layer.
step 13 out of 14
Cover the surface of the casserole with grated cheese and level it.
step 14 out of 14
Put the decorated casserole in an oven preheated to 190 degrees on the middle level. We bake the dish for twenty to twenty five minutes. The cheese on the surface should melt and form a golden brown crust. We take out the finished casserole from the oven and serve it directly in the form. As a supplement, you can serve a salad of fresh vegetables and herbs.
