Prepare all required ingredients. Grind the meat into minced meat. Boil the pasta. Grate the cheese, chop the pepper and onion into small cubes, chop the garlic.

Fry the minced meat in vegetable oil. Add onion, pepper and garlic to it, mix everything well and simmer for 5-10 minutes over low heat.
